Neighborhood security and/or watch programs can not only serve as a deterrent to crime, but can also build bonds among neighbors. They also serve as an educational program in that they teach people what to watch for when it comes to detecting suspicious activity. 

It’s very difficult to supervise children these days also, with many parents having to work (sometimes more than one job) to support the family. When one or both parents are away, it can leave the children exposed to unsafe situations.

A study done in 2000 and 2001 by the National Crime Prevention Council found that if people feel unsafe in their neighborhood, they change their activities and withdraw from community life. This creates even more isolation and fear among community residents.
